Keila Joa is a short drive to the West of Tallinn. The locks you see hanging from the support chain of the bridge are from a Russian marriage tradition. Each side of the river symbolizes both families and the the bridge symbolizes the new marriage. They place the locks on the bridge and then throw the key to the water to symbolize keeping the marriage and families together forever.
